When Ramsey county was established on 27 October 1849 as one of Minnesota Territory's original nine counties, it extended north to Mille Lacs Lake. By 1857, much of its original territory became Anoka, Isanti, Mille Lacs and Aitkin counties. Ramsey is now the smallest county in the state. The City of St. Paul was the capital of the Territory, and the only capital of the state, as well as the county seat for Ramsey County.
Alexander Ramsey, for whom the county was named, was the first governor of the Minnesota Territory, and the second mayor of the city of St. Paul. His home still stands in St. Paul, operated as a historic site by the Minnesota Historical Society.
Beginning 1 October 1997, birth and death certificates for all of Ramsey county can be obtained from one location. Previously, the City of St. Paul's records were in one place, with the remainder of the county in another.
Genealogy research can be done from 8:30-10:30 a.m. and from 2:00-4:00 p.m. Only three records can be requested per visit. Some of these records have been microfilmed by the Genealogical Society of Utah, and are therefore available through the Family History Libraries.

. . .St. Paul-Ramsey County Vital StatisticsWhen ordering a birth certificate, include a check for $14, payable to Ramsey County for the first copy and $8 each for any additional copies ordered at the same time. They also ask for name, date of birth, place of birth, and parents' names.
When ordering a death certificate, include a check for $11, payable to Ramsey County for the first copy and $5 each for any additional copies ordered at the same time. They ask for name of deceased, date and place of death.
Marriage records are also available. Include a check for $8, the names of the bride and groom, and the date of the marriage.
Their office hours are 8 a.m. to 4:30 p.m. on weekdays (Thursdays until 7 p.m.), and certificates can be obtained on a walk-in basis. They don't do phone orders or e-mail.
